On May 2, 2020, Professor William Dobbie of Harvard’s Kennedy School of Public Policy published an independent examination of a series of reports prepared by Hemming Morse Partner, Greg Regan. Professor Dobbie’s report summarized the results of his statistical analysis of the economic outcomes of more than 735,000 accounts that were enrolled in debt settlement programs. Based on that testing, Professor Dobbie concluded, “All of our findings are substantively identical to those in the most recent iteration of the report by Hemming Morse (Mr. Regan).”
